RBI Releases Report on Finances of Panchayati Raj Institutions

 

January 24, 2024: The Reserve Bank of India (RBI) has unveiled its report titled "Finances of Panchayati Raj Institutions," shedding light on the fiscal landscape of these grassroots governing bodies. The report, based on data from 2020-21 to 2022-23, assesses the finances of 2.58 lakh Panchayats and their pivotal role in India's socio-economic development.

Highlights:

1. Panchayats heavily rely on grants, constituting about 95% of their revenues, with limited own revenue sources like property taxes and fees.

2. Delays in the formation of State Finance Commissions further impede their spending capabilities.

3. Significant disparities exist in the devolution of powers and functions to Panchayats among states, impacting outcomes in health, education, infrastructure, and recent advancements in water supply and sanitation.

4. Assessing the fiscal health of Panchayati Raj Institutions proves challenging due to inconsistent data availability on revenues and expenditures.

5. The report emphasizes standardized data provision to enhance fiscal transparency, accountability, and empower Panchayats.

आरबीआई ने पंचायती राज संस्थानों की वित्तीय स्थिति पर रिपोर्ट जारी की

24 जनवरी 2024: भारतीय रिजर्व बैंक (आरबीआई) ने अपनी रिपोर्ट "पंचायती राज संस्थानों की वित्तीय स्थिति" की खोली है, जो इन नीचे की स्तरीय प्रशासनिक निकायों की आर्थिक परिदृश्य पर प्रकाश डालती है। इस रिपोर्ट के आधार पर, जो 2020-21 से 2022-23 तक के 2.58 लाख पंचायतों के डेटा पर आधारित है, उनकी वित्तीय स्थिति और उनकी भारतीय सामाजिक-आर्थिक विकास में भूमिका का मूल्यांकन प्रस्तुत करती है।

अवलोकन:

1. पंचायतें वित्तीय रूप से उनकी आय की अधिकांशता को सरकार के उच्च स्तरों से आने वाली सब्सिडीज से प्राप्त करती हैं, जिसमें संपत्ति कर, शुल्क और जुर्माने शामिल हैं।

2. राज्य वित्त आयोग के गठन में होने वाली देरियादित्व ने उनकी व्यय क्षमता को और भी कमजोर कर दिया है।

3. पंचायतों को शक्तियों और कार्यों की वितरण में राज्यों के बीच कठोर अंतर भी हैं, जिससे स्वास्थ्य, शिक्षा, बुनियादी ढांचा और हाल ही में पानी पुर्वाह और स्वच्छता में सुधार हो रहा है।

4. पंचायती राज संस्थानों (पीआरआई) की आर्थिक स्वास्थ्य का मूल्यांकन उनकी आय और व्ययों पर डेटा की अनौपचारिक उपलब्धता के कारण चुनौतीपूर्ण है।

5. रिपोर्ट ने बताया कि इन डेटा को मानकीकृत स्वरूप में प्रदान करने से वित्तीय पारदर्शिता, जवाबदेही बढ़ाने और पंचायतों को सशक्त करने में मदद होगी।
